A few days ago I emailed the ASQA to just confirm that Assessment Only RTOs would be allowed under the new regime. I pleased to say that I got a timely response. Admittedly I had to email them back to clarify their answer as parts of it didn’t seem to make sense and in fact was ‘contradictory’.
As in the first sentence said NO (ie We can clarify that under the National VET Regulator registration system, RTOs will no longer be able to be identified as ‘Assessment Only”.) but then went on to say “Where an organisation applies for assessment only delivery, this will be acknowledged when their application is risk assessed and the consequent audit scoped.”
BUT when I emailed them back saying ‘ummm can you clarify please?’ they responded really quickly with
“RTOs will be able to apply to ‘assessment only’. The required audit will be scoped to account for this. The national register will not differentiate RTOS that are assessment only, from training and assessment.
Your current model will be permissible based on what you have advised.”
So YAH! L&M has had a question answered and we can remain assessment only! Exactly what Qualifications we will be able to maintain on scope will depend on exactly what the Fees end up being and how and when they charged.
We wait with bated breath for that information.

ReplyDeleteMy RTO deals with professional qualifications specifically delivered to meet regulatory and licensing requirements. Candidiates are well experienced and/or partly qualified. I do a detailed pre-assessment and then agree with the candidiate as to the GAP and also as to how that can be best met as far as training and assessment is concerned.
So guess the fun I have at audit time:
1. You have delivered too many units - well that is because the morons who designed the training package did not consult the regulators or didn't understand them;
2. This is all RPL - so because it is not tradtionally delivered from unit 1 to 30 it is RPL?
3. You used an exam for assessment - bloody right because the regulator requires this PLUS it is stated in the unit details.
4. You do not have set answers to any questions and you must have them so that assessment is reliable and other assessorsw can ensure reliability - well firstly I have no assessors, secondly NO 2 candidates are the same, the have different experience levels and practice domains.
The final audit result - non compliant in all 3 standards.
My clients are referrals to me mainly form the professional associations and the licensing boards becaue I do a top job, bu these references were IGNORED by the auditor, and each of the graudates she phoned gave me 100%++ so this was also ignored as THAT is nevr the case.
The final idot requirement was that I have not taken any training staff through any induction process ... sweatheart, what part of 'I don't have any assessment staff' are you so bloody thick that you don't understand?
Yeah, approaching 68 ... maybe my logic is outdated.
Hi Anon. I hear your frustration. Interestingly, I actually had 2 similar experiences myself.
ReplyDeleteOne was about us being assessment only and the constant request for our training delivery materials. Honestly it was 3.00 pm on the 2nd day when another question about DELIVERY resources was just about to be asked when she stopped herself. I must have had such a look of exasperation on my face!
The other was a similar comment re 'outstanding testimonials’ many of them unsolicited by myself which was obvious from the total of the email.
It was incredibly disheartening to have, what I saw as proof for the quality and value of the service our clients overtly SAID they had received (and these were very reputable, experienced and distinguished individuals and business) ... not only ignored but also dismissed and even almost ridiculed.
I’m not sure who I felt more offended for: Us or our clients!
I’m not sure what the answer is (well I think believing what our clients say might be a first place to start!) ... but I know I’m not ready to give up my fight to continue to deliver high quality services which ARE valued and respected by my clients at least!
